Land Administration in Landmine Contaminated Areas of Cambodia

The Kingdom of Cambodia is emerging from a tumultuous recent history and the implementation of a Land Titles system is a major government initiative. The Kingdom of Cambodia in conjunction with the Canadian International Development Agency hired a team lead by McElhanney to help establish a new cadastral fabric for areas in Northern Cambodia affected by landmines.

During 2002 and 2003, McElhanney's team prepared property mapping and over 3,500 land title certificates for five villages badly contaminated with landmines. Quickbird satellite imagery was used to assist in property mapping and land titling. We documented new procedures for surveying, demarcation and dispute resolution and we trained 28 Cambodians on various facets of land titling.
