Southwest Transportation Implementation Study

Client: The City of Edmonton

From August 2005 to August 2006, McElhanney served as the prime consultant for the creation of a detailed implementation plan for the major transportation projects in southwest Edmonton. The implementation plan rationalized project priorities and phasing, assessed system impacts on travel delay and recommended construction options.

The focus of the study was to develop a strategy within the recommended time frame for the ‘Major Projects’ and to assess the schedule for several ‘Related Projects’. The two key projects were the Quesnell River Crossing and the Whitemud/Terwillegar Interchange. These projects were programmed based on separate warrants and were seen as independent by the 2005-2009 Transportation and Streets Program. How and when these projects are implemented was assessed to determine the least overall impact on Edmonton commuters and greatest overall benefit in terms of driver delay, construction cost, risk and uncertainty.

The recommended implementation plan minimized conflicts, ensured sufficient capacity during construction, and minimized disruption to communities adjacent to major project corridors.
