McElhanney created a spatially explicated mapping program to collect, enter and manage data on roads, bridges, fisheries and right-of-way vegetation. McElhanney designed and implemented additional automatic permit applications for a variety of agency approvals, and monitored contractors in charge of maintaining the right-of-way.
