Victoria Asset Inventory and Condition Assessment

The City of Victoria retained McElhanney to develop a comprehensive asset inventory and condition assessment program to support long-term planning, maintenance, and risk management for key municipal infrastructure. The program included retaining walls, stairs, railings, bedrock, bridges, and riprap slopes, helping the City better understand the condition, service life, and renewal needs of more than 1,600 assets.

McElhanney used Vertisee, Field Maps, and ArcGIS to catalogue assets, complete field inspections, streamline data collection, and support consistent reporting. The asset inventory included 800+ retaining walls, 530+ railings, 165 stairs, 70 bedrock assets, 21 bridges, and 30 riprap slopes. Work also supported asset life cycle costing, repair and maintenance planning, remaining service life estimates, long-term financial planning, and risk management profiling.

McElhanney provided:

  • Asset inventory development and condition assessments
  • Field data collection using Vertisee, Field Maps, and ArcGIS
  • Risk assessment profiling and condition-based reporting
  • Asset life cycle costing, remaining service life estimates, and maintenance planning
  • Geotechnical subconsultant coordination for bedrock assets

Key challenges included managing a large and varied municipal asset inventory, coordinating consistent field data collection across multiple asset types, and developing outputs that could support practical decision-making for operations, finance, engineering, parks, public works, and risk management teams. As part of managing critical infrastructure, McElhanney also provided emergency response services for an actively failing wall, including coordination of geotechnical investigations, site survey, environmental testing, and short- and long-term wall replacement solutions.
