McElhanney is pleased to announce the appointment of Virginia Cullen, M.Eng., P.Eng., as Vice President, Cities & Communities Market Sector. An executive leader with experience in municipal administration, infrastructure planning, and organizational development, Virginia brings a perspective shaped by the realities municipalities face today: from managing growth to advancing projects that create long-term resilience for communities.
“Communities across Western Canada are evolving, and infrastructure decisions are becoming increasingly interconnected,” shares Jennifer Price, President & CEO at McElhanney. “Virginia brings firsthand municipal leadership experience and a collaborative approach shaped by the scale, complexity, and long-term nature of the decisions facing cities and communities.”
Most recently, Virginia served as Chief Administrative Officer for the Resort Municipality of Whistler, where she advanced key initiatives in affordable housing, responsible tourism, strategic planning, and public engagement. Prior to that, she held senior leadership roles at BGC Engineering, including Chief Operating Officer, supporting multidisciplinary teams and firmwide operations. She holds both a Master of Engineering and a Bachelor of Applied Science in Geo-Environmental Engineering from the University of British Columbia.
Colleagues and partners recognize Virginia for her inclusive leadership and her ability to align diverse stakeholders around shared objectives. In her new role, she will provide senior leadership across McElhanney’s Cities & Communities market sector, strengthen regional coordination, and advance an integrated, multidisciplinary approach to serving clients across Western Canada.
